The Senior Manager, Safety and Security provides strategic leadership and oversight of all terminal safety and security operations, ensuring regulatory compliance, operational efficiency, and alignment with corporate objectives. This role leads the implementation of the Safety Management System (SMS), Emergency Response Plan (ERP), and Terminal Security Program (TSP), while serving as the primary liaison with the Port Authority, TSA, PAPD, and terminal stakeholders. Responsible for managing internal security staff and contracted guard services, the Senior Manager drives a proactive safety culture, oversees incident response, and ensures all safety and security initiatives within the LGP leasehold support long-term operational excellence.
Major Duties and Responsibilities
• Cultivates and sustains strategic partnerships with all Terminal B tenants, fostering collaboration, mutual accountability, and alignment with the terminal’s operational and customer service objectives.
• Provides strategic oversight and leadership to direct reports, including performance evaluation, coaching, and development of targeted training programs to build organizational capability and drive high performance.
• Leads the implementation of safety and security initiatives, ensuring full regulatory compliance and alignment with internal policies, federal standards (TSA, FAA), and airport authority directives.
• Establishes a proactive communication framework to reinforce safety, security, and operational excellence across all stakeholder groups, driving engagement and behavioral alignment at all levels.
• Oversees the design and execution of change management and organizational readiness strategies, ensuring seamless adoption of new policies, processes, and technologies within the terminal environment.
• Drives cross-functional collaboration by ensuring effective and consistent communication between terminal management and all tenant partners, aligning operations to shared business outcomes.
• Leverages performance management frameworks to assess operational outcomes against strategic goals and key performance indicators (KPIs), initiating corrective action plans as needed to ensure goal attainment.
• Defines and enforces strategic policies and operational standards that enhance organizational effectiveness, service delivery, and the passenger experience.
• Promotes a safety-first culture by leading initiatives that embed consistent safe work practices across all levels of the terminal workforce.
• Serves as Terminal Security Coordinator for LGP, ensuring full implementation and oversight of the Terminal Security Program (TSP), including the self-audit plan, amendment management, and continuous coordination with TSA and the Port Authority.
• Acts as the terminal’s lead liaison for security-related communications, serving as the point of contact with the Port Authority and TSA, and ensuring timely coordination of all security program amendments.
• Leads fiscal planning and budgeting activities, including development of long- and short-term capital forecasts, workforce plans, and resource allocation aligned with terminal strategic objectives.
• Directs the development and implementation of updates to the Terminal Security Program, maintaining currency with evolving regulations, risks, and industry best practices.
• Conducts Safety Management System (SMS) investigations, overseeing root cause analysis and action planning in response to incidents, near-misses, and operational anomalies.
• Performs additional duties as required, contributing to the terminal’s strategic direction and resilience in a dynamic operational environment.
Competencies
• Proven capability in designing and leading safety and security programs that mitigate risks and meet industry best practices.
• Experience in emergency preparedness, incident investigations (SMS), and crisis response.
• Excellent verbal and written communication skills; able to translate complex issues into clear messaging.
• Influences decisions across levels of the organization through data, insight, and leadership presence.
• Builds and maintains high-trust relationships with internal and external stakeholders including tenants, regulatory bodies, and operational teams.
• Demonstrated ability to manage budgets, forecasts, and resource planning in alignment with strategic priorities.
• Knowledge of SMS
Education and Experience
• Bachelor’s degree in aviation management, public safety, criminal justice, emergency management, or a related field; a Master’s degree or relevant certifications (e.g., AAAE, OSHA, FEMA ICS) are preferred.
• Minimum of 5–7 years of progressive experience in airport or aviation operations, with a significant focus on safety, security, and regulatory compliance.
• At least 3–5 years in a leadership or supervisory role, overseeing teams, managing contracted services, and implementing safety/security programs in a complex, regulated environment.
• Demonstrated experience in crisis management, emergency response, and incident command, with working knowledge of SMS (Safety Management Systems) and ERP (Emergency Response Plans).
• Proven track record of collaborating with regulatory agencies (e.g., TSA, FAA, Port Authority) and managing stakeholder relationships within an airport, transportation or complex facility environment.
